Mahinda Rajapakse, President of Sri Lanka and to Mr. V. Prabhakaran, Leader of the LTTE, calling for \u201cA Secure Ceasefire and the Resumption of Peace Talks.\u201d A copy of this Memorandum was also sent to the Secretary to the President Lalith Weeratunga and to the LTTE\u2019s Political Wing Leader S.P.
